Why is the group Omnikron illegal, and or illegal – to illegal just the concert?
I personally consider your Montreal for quite a lot of liberal city and historically it has always been the city of sin with predominantly (if) the French community which “has – should” totally different habits and manners much looser (literary terms) than the large predominantly Canadian English-speaking cities and areas – outside of Quebec and other predominantly French enclaves.

I think this concert was illegal, because like any show, you must obtain permissions from the authorities, and have a security system like policemen, firemen, etc…
Except today because it’s “La fête de la musique” (the Feast of music day).

More precise would be to just “not allowed”.
